If you want more information on testing from the design viewpoint, here are some authoritative resources to get you started. Warning: Many of these resources may be quite intimidating to the uninitiated. Be prepared for some serious study.
Standards for Educational and Psychological Testing, American Educational Research Association (AERA), et al (Washington, DC: AERA, 1999)- The generally accepted definitive standard for test use and development. It is currently in its sixth revision.
Handbook of Test Development, Downing, Steven, and Thomas Haladyna, Ed, (Mahwah, NJ: Lawrence Erlbaum Associates, Inc., 2006)- From the preface," A systematic and comprehensive source of information about developing tests of knowledge, skills, and ability."
